(C) We spoke with both Juan Manuel Cabrera, Director of the
MFA's Office of Human Rights, and to Enrique Mora, Director
of the MFA's Office of EU Foreign Policy and Common Security,
regarding reftel. Both agreed with our position that the
Cuban resolution was merely an attempt to politically target
coalition countries and that they viewed the resolution as a
reaction to the condemnations Cuba has received in the Human
Rights Commission. Mora stated that Spain would work to
oppose the resolution.
