1. (C) Summary: The GOS was dissatisfied that the NPT
PrepCom III conference did not focus on broad
nonproliferation issues, according to the MFA's
non-proliferation office. Our MFA interlocutors believe that
unless substantive priorities are identified during follow-up
consultations, the 2005 RevCom is unlikely to be successful.

2. (C) Poloff met June 28 with Marcos Rodriguez in the MFA's
Office of International Disarmament Affairs to hear GOS views
on NPT PrepCom III per reftel. Rodriguez told us that
PrepCom lacked substantive discussion on how to strengthen
the NPT. Non-compliance, non-state actors, nuclear
disarmament, and security assurances are key issues that
should be discussed during follow-up consultations if RevCon
2005 is to be successful, Rodriguez said. Rodriguez was also
concerned that non-compliance issues would not be properly
emphasized at the RevCom 2005 because Brazilian
President-Designate Duarte may take an anti-Western,
anti-U.S. view.


3. (C) Rodriguez told us that Spain shares the U.S. view
that non-compliance by Iran, Libya, and North Korea is a
major problem. He said Spain was pleased with how the U.S.
delegation discussed its position on Article VI policies.
