(S) Post has no objection to the designation of Muhsin Fadhli
under E.O. 13224. Although Fadhli is well known to Kuwait
State Security (KSS),the media reported and KSS confirmed
that the outstanding warrant for his arrest was recently
dropped. There may be some negative reaction within the
Islamic Bloc, but the designation is warranted, in post's
view.
