(S) The Ambassador raised status of Article 98 approval with Kuwaiti Foreign Minister Shaykh Dr. Mohammed Sabah Al-Salem Al-Sabah on November 21. Dr. Mohammed restated the GOK had "fast-tracked" the agreement with Parliament, explaining it was currently under review by the Foreign Affairs Committee which would then it to the floor so that a full vote could be scheduled. He was confident Parliament will approve the measure. ¶2. (C) The Ambassador will meet with Foreign Affairs Committee Chairman Mohammed Al-Saqer to further discuss the matter. LeBaron
