1. (U) On August 9, 2004, Charge delivered reftel Anti-TIP
Action Plan to Ministry of Foreign Affairs Acting
Undersecretary Ambassador Khaled Al-Babtain. Ambassador
Al-Babtain expressed surprise that the USG deals with all
nations directly on this issue and recommended that Anti-TIP
efforts be carried out through the auspices of the United
Nations. He explained that UN involvement would give the
proposals more value and legal weight. We replied that TIP
objectives were pursued both multilaterally and bilaterally.
Al-Babtain thanked Charge for the Action Plan and assured him
that it would be discussed and studied.
