(C) We read with interest reftel detailing possible food assistance to Colonel Jules Mutebusi and his men, who continue to try to portray themselves as refugees in Rwanda. However, given that neither Monuc nor the GOR has been able to verify that Mutebusi has committed himself and his men to non-combatant status, we agree strongly with Embassy Kigali that it would be a mistake to provide food (particularly in the sub-rosa way described reftel) to Mutebusi at this time.
