(SBU) Emboff delivered reftel message to Irish DFA officials covering international organizations. The GOI agrees with our position and does not favor expanding the UNEP's mandate to allow it to direct the work of other UN agencies. While the GOI feels that UNEP should work in close concert with organizations such as the UNDP, it does not favor creating new mandates for any of the various UN development organizations. Rather, the GOI feels that UN development organizations should work closely and coordinate their work within their existing mandates. KENNY
