¶1. (C) Reftel guidance advises posts to query
Department about inviting Palestinian ambassadors to
July 4 receptions if there is any indication the
individual has been involved in terrorism. We intend
to invited the local Palestinian ambassador, Attalla
Subhi Qubia, and have no adverse information on him. We
would appreciate confirmation of this from the
Department, however.
