He acknowledged the United States' key role in ICAO and mentioned Brazil is also a candidate for Part I of the Council. Ramalho said Brazil would be happy to vote for the U.S. candidacy on a reciprocal basis. Drawing on reftel guidance, Econoff told him that the U.S. does not exchange votes, but urged the GoB to consider the strong merits of the U.S. candidacy and support it on that basis. HRINAK
