(U) December 17 we presented reftel A demarche to Turkish MFA departments for Turkmenistan and Iran. ¶2. (U) We reviewed Iran's poor human rights record with South Asia Political Officer Didem Yilbas, who said that she did not think Turkey would change its previous position, but promised to advise the Embassy in the event of new developments. ¶3. (U) We reviewed Turkmenistan's worsening human rights record with Central Asian Department Political Officer Julide Kayihvan Ercin, who noted the Organization of Islamic Countries UN representative had already discussed this issue at the U.N. Ercin commented informally that she thought Turkey would adhere to its previous posture. ¶4. (C) Reftel D reports Embassy Ankara's previous demarches on these two countries. Subsequently, Turkey was absent in the voting related to both Iran and Turkmenistan, It is likely that Turkey will not be present for either "no action" vote in the UN General Assembly plenary session.
