Summary: The first full time EXBS advisor, Kevin Lyon, reported to Embassy Ankara on July 9, 2004. He assumed responsibility for all EXBS and nonproliferation issues handled by the Political Military Affairs (PMA) section. During this time period the EXBS Advisor conducted introductory meetings with members of the Ministry of Foreign Affairs, Undersecretariat of Customs and Undersecretariat of Foreign Trade. The EXBS advisor also coordinated the Turkish participation in the PSI Expert Working Group, which took place in Copenhagen and Oslo from August 3-6. End Summary ¶2. Completed Actions for the Reporting Period ¶A. Site Assessment and Meetings During Recent Reporting Period: 1) July 16 ) Introductory meetings were held with Undersecretariat of Customs, Ministry of Foreign Affairs and Undersecretariat of Foreign Trade. 2) July 20- Meeting was held with Ministry of Foreign Affairs to deliver the U.S. reply to the U.S.- Turkey EXBS agreement. Also during this meeting, Turkey informed Post that they would be sending a seven person team of experts to the upcoming PSI Experts Working Groups in Copenhagen and Oslo. 3) July 29- Final organizational meeting was held with Ministry of Foreign Affairs for the upcoming Second Line of Defense (SLD) presentations scheduled for early August. ¶B. Training Conducted During Reporting Period: None ¶C. Equipment Delivered During Reporting Period: None ¶D. Imminent Training or Equipment Status Update: None ¶E. Significant Developments in Export Controls, Nonproliferation, or Related Border Security: 1) The United States reply to the Turkish comments on the umbrella EXBS agreement was delivered to MFA. We hope that after interagency vetting, the Turkish government will approve these changes in wording allowing the EXBS program to move into full force. ¶3. Future Activities ¶A. August 2-3 ) Department of Energy SLD team will hold introductory meetings with the Turkish Ministry of Foreign Affairs, Customs and Atomic Energy Authority. This meeting will be used to evaluate the GOT interest in this program. B August 2- Bilateral meeting will be held between the Turkish and U.S. PSI Experts Teams in Copenhagen. ¶C. August 3-6- Turkish PSI Expert Team will participate in the PSI working group exercises in Copenhagen and Oslo. ¶D. September 20-24 (tent) - Preliminary meetings will be held between GOT and a Department of Commerce (DOC) sponsored team to establish the foundation to begin customizing the DOC Internal Control Program (ICP) for Turkey. ¶E. Sept/Oct (tent) - Department of Energy sponsored team will be visiting Ankara to collect information for a project updating Nuclear Smuggling Assumptions. ¶F. Oct (tent)- EXBS adviser to return to Washington DC for program consultations and leave. ¶4. Red Flag Issues ¶A. Finally approval of the U.S.- Turkey EXBS agreement is needed in order for the EXBS program to begin to have a significant impact in Turkey. Without this agreement, which has been under negotiation for over two years, we cannot provide certain training and equipment to Turkey. We expect a reply from GOT by early August. ¶B. The SLD and ICP Programs are ready to start as soon as the overarching EXBS agreement is signed and in effect. ¶5.
