(C) On July 15, Poloff delivered reftel demarche to Turkish
MFA Middle East Department Head Kemal Tuzun. Tuzun replied
that although MFA has not yet reviewed the draft, Turkey will
likely vote in favor of the UNGA resolution. When pressed to
explain why Turkey is moving from abstention on the previous
vote, Tuzun retreated to vague legalisms, then cited 3 main
factors in the decision:
