SUBJECT: MFA'S LATEST PROPOSAL ON WORDING FOR FINANCIAL

1. (C) The Turkish MFA has passed back its latest
counterproposal on wording for the proposed amendment to the
U.S.-Turkish Financial Agreement (the FA). In the latest
version from the MFA, Turkey is only proposing changes to the
third paragraph to the latest U.S. draft amendment (version
13a, dated 3/25/04). In place of the relevant Public Law
having "a binding requirement that the United States
Government make such a determination prior to disbursement"
the Turkish proposal would read "a binding domestic
requirement that the United States unilaterally make such a
determination prior to disbursement." In other words, the
only proposed changes are to add the word "domestic" before
"requirement" and "unilaterally" after "United States
Government." Post is faxing the text to the Turkey desk.
2. (Sbu) Post requests Washington guidance on a response.
