(U) Post received October 14 a letter (text faxed to NEA on 10/14 and provided below) from the head of Jordan,s Public Security Directorate (PSD),General Tahseen Shurdom. It provides the steps taken by the PSD in response to our request (ref). The PSD later informed post that it had replaced all 240 members of the Jordanian Security Police Unit (SPU) in two groups. The first group, of 140 SPU personnel, departed Kosovo for Jordan and were replaced with 140 new SPU personnel from Jordan on October 1, 2004. The second group, of 100 SPU personnel, departed Kosovo for Jordan and were replaced with 100 SPU personnel from Jordan on October 5, 2004. Post understands based on the information provided by the PSD that the rotation of Jordan,s Kosovo civilian police unit is now complete. Post encourages Department offices to relay through us any questions or requests for clarification they may have for Shurdom on this issue. ¶2. (U) Begin text: Dear Mr Hale, Reference is made to your letter dated September 19, 2004. The visit I made to Kosovo was very productive. As a result, we reviewed the entire process of participation in the UN peace-keeping missions. Among other things, the following points were taken into consideration in this regard: 1- A more effective selection procedure based on previous performance, attitude, discipline, as well as leaders, recommendations of individuals, was established. 2-The special training course, which is usually designed for participants before deployment, was also reviewed to make sure of better performance and to reflect the real norms and the standard professionalism of our police force. 3-A high ranking police officer (Colonel or Lt. Colonel) will be assigned to lead the contingents in each of the mission areas. This officer is authorized to repatriate any participant who has the tendency to violate rules and regulations or who might have or display any improper attitude. 4-Frequent inspection visits by senior Police officers to the mission areas to make sure of a better performance of the contingents. Once again, we assure you that we will cooperate in any related issue. Please inform us if there is anything that we can do to improve our cooperation and to keep the right image of the professional Jordanian Police Force abroad.
