¶1. (C) A/DCM called on Manar Dabbas, of FM Muasher,s
personal staff, September 20 to deliver points provided
reftel requesting treatment in Jordan of an ailing Afghani
being released from Guantanamo. Dabbas replied that, while
he recognized the humanitarian dimensions of the case, the
GOJ would not be in a position to host the detainee.
