JORDANIANS IN CUSTODY IN IRAQ

2. (C) There have been persistent reports of the detention of
Jordanian citizens in Iraq. Members of the Jordanian
Parliament have recently alleged that more than 1000
Jordanians are in Coalition custody in Iraq (Ref A). Dimae
Haddad, the Jordanian Charge in Baghdad, said recently that
through extensive discussions with CPA and Iraqi Interior
Ministry officials they have jointly identified 23 Jordanians
in Coalition custody, and the GOJ believes that as many as
10-15 additional Jordanians in Coalition custody may be
incorrectly identified as Iraqi nationals (Ref B).


3. (C) Embassy Amman received an official request from the
Jordan MFA on May 11 for information on the current status of
19 Jordanians who the GOJ believes are in Coalition custody
in Iraq. The MFA says that a second list will be provided
later. The list of names is enclosed below in the following
format: Detainee No., name, DOB, mother's name, location.

4. (C) Post appreciates the CPA's May 10 list of 10
Jordanians in Coalition custody (Ref D). There is an overlap
of seven names with the Jordanian's request. However, not
all seven have the same biographic data, making an identity
match for each unclear. Post will pass the ref D list to the
Jordanians and ask that they also try to match the two lists.



5. (C) In light of the recent Abu Ghreib abuse story and
unsubstantiated parliamentary allegations that 1,000
Jordanians remain in Coalition custody (still widely
believed),post would appreciate any details confirming
Coalition detention of any of the 19 individuals listed on
the new Jordanian list, their current welfare and reason for
detention.
