1. The U.S. and EU embassies in Abu Dhabi have tentatively
scheduled December 8 for an inaugural dialogue on reform.
Per reftel, the Embassy had proposed hosting an inaugural
U.S.-EU dialogue on reform during the last week of November,
but the Dutch Embassy (EU president) told us that EU missions
were uncomfortable with the idea of attending a dialogue with
the U.S. without prior instructions from their respective
capitals. The EU ambassadors met for two hours on November
30 before reaching a consensus on holding a dialogue with the
U.S. &There were 25 people at the table, and there were so
many opinions,8 our Dutch Embassy contact said. In the end,
he said, the EU ambassadors agreed that the dialogue would be
a helpful vehicle for exchanging views and ideas.
2. Ambassador and MEPI Coordinator had met with EU
ambassadors on September 28 at which time the EU ambassadors
inquired about MEPI and BMENA. Earlier, on September 15, the
Dutch ambassador and DCM called on Ambassador at which time
MEPI Coordinator provided basic MEPI and BMENA information.
The Dutch gave us the &EU Strategic Partnership with the
Mediterranean and the Middle East (Euromed)8 final report
from June 23, and a report by EU ambassadors in Abu Dhabi
summarizing their August 9 discussion on the possible
implementation of the EU Strategic Partnership in the UAE.
In their report, the EU ambassadors concluded that while
there are ways to promote reform in the UAE, the EU embassies
lack the financial means or personnel to implement the
different activities under the Euromed. The report
recommended opening an EC delegation office in Abu Dhabi to
better coordinate the EU embassies, efforts.
