1. (C) Ambassador delivered ref A demarche urging the UAE
to provide assistance to the Palestinian Authority to MFA
U/S Abdullah Rashid Al-Noaimi on November 20, the first day
the UAEG reopened after a two-week shutdown, due to the
death of Sheikh Zayed and the Eid al Fitr. Al-Noaimi said
that the UAEG was discussing the matter "internally," but
he could not commit to anything.
2. (C) Comment: DCM (as CDA) had raised this issue with
Al-Noaimi on October 30 in response to ref B e-mail. At
that time, Al-Noaimi, speaking generally, said that the UAE
would meet its commitments, but was unable to specify an
amount or time. The subsequent death of UAE President
Sheikh Zayed delayed much of the UAE's decision making.
While long a generous provider of humanitarian support to
the Palestinians, the UAE was never an enthusiastic
supporter of the Palestinian Authority. The death of
Arafat may have changed that calculation. We will continue
to urge UAEG assistance to the PA. However, a direct
appeal from Palestinian Finance Minister Fayyad to the UAEG
may be the most effective way for the PA to obtain the
support it seeks. End Comment.
