¶1. On June 18, 2004, Commercial Officer Mary O'Brien spoke
with Jack McGuinness of the Office of the Chief of Staff of
the UAE Armed Forces, Sheikh Mohammed bin Zayed al Nahyan.
Sheikh Mohammed bin Zayed is the son of Sheikh Zayed al
Nahyan, ruler of Abu Dhabi and President of the United Arab
Emirates. In addition to Sheikh Mohammed's leadership of
the UAE military, he is also the Deputy Crown Prince of Abu
Dhabi.
¶2. Mr. McGuinness confirmed that the weapons described in
this license application were ordered by and for the Office
of the Chief of Staff. Mr. McGuinness said that Sheikh
Mohammed is aware of the restrictions on the transfer of
these weapons and reported that these conditions will be
strictly observed. (Comment: Sheikh Mohammed bin Zayed is
an avid hunter and it is possible that some of these items
are for his personal use rather than used in his position as
Chief of Staff.)
¶3. Mr. McGuinness also reported that the applicant in this
case, Shoot Straight Pawn and Auction Co., is known to him
personally and that the applicant has sent shipments of
firearms to the UAE every couple of months over the last
five years.
