(S) Acting PolCouns delivered ref A points to MFA Security
Policy Head Maurits Jochems on May 30 and followed up with
MFA Nonproliferation Office Director Paul Wilke on June 2.
They appreciated the advance notice of the President's
remarks, and noted Dutch MFA PolDir Hugo Siblesz's view that
including France and Germany is important to the success of
this effort. The Dutch will participate in the June 12
meeting. Wilke said the issues identified in the nonpaper
(ref B) are "clear," but was interested in additional details
as to the USG's desired results from the Madrid meeting.
