(U) Per reftel, Poloff delivered the text of the Statement of Interdiction Principles agreed by the Proliferation Security Initiative participants to Ambassador Rogert Espaillat, Sub-Director of the GODR Americas Desk on September 5. The Ambassador had no immediate comment and indicated the Statement would be reviewed by the relevant Foreign Ministry offices.
