(s) The Ambassador delivered a diplomatic note with the points in reftel a on July 27 to Yemeni Foreign Minister Qirbi. The Ambassador also reiterated his earlier suggestion the al-Moayad cooperate with the investigating authorities (ref b). While expressing no surprise at the negative response, Qirbi asked whether such cooperation could take place in Germany or would need to occur in the U.S. The Ambassador said that it should take place in the U.S. after al-Moayad's extradition from Germany.
