OTTAWA 1026 (U) We delivered ref A talking points to Norman Mcdonnell, Chief of Operations for International Humanitarian Assistance at the Canadian International Development Agency (CIDA) on April 11. In a follow-up discussion on April 15, Mcdonnell told poloff that Canada is not presently planning any in-kind contributions of relief supplies to the Iraq humanitarian response. Canada has previously announced it will make cash contributions totaling approximately U.S. $70 million to Iraq relief efforts (ref C). CELLUCCI
