1. (C) MFA MinState Dr. Mohammed al-Sabah told Ambassador
February 19 that he had recently informed Jordanian Foreign
Minister Marwan al-Muasher that Kuwait is prepared to provide
Jordan up to 20,000 bpd of oil in the event that war cuts off
Iraqi oil to Jordan. He understands the UAE will provide the
same amount. Muasher told him that Saudi Arabia will provide
50,000 bpd on terms not specified. Dr. Mohammed indicated
Kuwait's oil would be provided at a "substantial discount,"
but not free.
