SUBJECT: DEMARCHE DELIVERED: OPPOSING CUBA'S UN RESOLUTION
AGAINST THE EMBARGO.

DCM delivered reftel talking points on October 28 to
Ambassador Khaled Al-Babtain, Director of the Americas
Department at the Ministry of Foreign Affairs, and asked that
Kuwait either vote against or abstain from voting on the
Cuban resolution. Al-Babtain commented that Kuwait generally
votes yes on the resolution, but that he would check to see
how Kuwait would vote this year. Post will report any
further response separately.
