On October 19, 2003 Embassy passed reftel demarche on the
implementation of the Bioterrorism Act's interim final rules
to the Kuwaiti Ministries of Foreign Affairs, Health, and
Commerce, and to the Public Authority for Agriculture and
Fisheries. Embassy will report separately on any substantive
responses received and any steps taken.
