On February 3, 2003, EconOff delivered reftel points to
Ibrahim Al-Ghanim, Director General at Kuwait's General
Administration of Customs. Per instructions, Post requested
that Al-Ghanim send GOK comments on the proposed new
requirments, including the "strawman" proposal, directly to
the U.S. Customs Office via e-mail by the February 18
deadline. Post will report any additional responses.
