SUBJECT: REQUIREMENT TO ENTER KUWAIT WITH PASSPORT

An MFA official confirmed to Embassy Officer last week that
Kuwait would not/not exempt Iraqi Governing Council members
from the requirement to enter Kuwait with a valid passport,
reported Ref A. Upon receipt of instructions requested by
CPA (Ref B),Embassy will request that Kuwait recognize
Iraqi diplomatic and service (official) passports issued in
Baghdad after September 1, 2003 as valid travel documents.
