SUBJECT: Colombo Plan Drug Advisory Program submits
USD 500,000 demand reduction program for Afghanistan
1. The Colombo Plan's Drug Advisory Program (DAP)
submitted a budget proposal to Mission for a USD 500,000
demand reduction program for Afghanistan. The DAP's
proposed budget includes funding for the six following
action areas:
A. Basic Demand Reduction Course, USD 25,000
B. Training of Trainers in Enhancing Life Skills in
Drug Demand Reduction, USD 80,000
C. Mobilization of Faith-Based Organizations,
USD 90,000
D. Training of Women Counselors in Drug Abuse
Prevention, USD 75,000
E. Training fellowships and attachment programs,
USD 80,000
F. Planning meetings in collaboration with the US
Embassy, the UNODC Field Office and other organizations,
USD 80,000
2. A copy of the proposal packet has been sent by
registered pouch 8026418 to INL/C/CJ.
3. Once Mission receives INL approval for the above
listed projects, Mission will amend the existing Colombo
Plan Agreement to obligate the funds as INL instructs.
4. Minimize considered.
