(SBU) On July 8, Mission received a dipnote from the
Government of Sri Lanka confirming that it has completed
the necessary domestic legal requirements for the ICC
Artical 98 non-surrender accord's entry into force. The
dipnote date -- signed on July 4, 2003 -- stands as the
accord's entry into force date.
