(U) Embassy Ankara Deputy Polcouns delivered reftel demarche
to Americas Department Head Cihat Enginay on October 28.
Enginay noted Turkey's vote in favor of the Cuban resolution
in 2002 but undertook to see whether Turkey would consider
the reftel talking points, including the U.S. request to
abstain, in deciding on this year's vote.
