1. (C) Although PKK/KADEK will be the primary focus of the
upcoming delegation led by Cofer Black to continue
counter-terrorism consultations with the GOT, post recommends
discussion of the following terrorist groups and subjects:


-- Al-Qaeda and the GWOT: Thank GOT for good bilateral
cooperation. Provide a USG assessment of latest activities,
capabilities, and plans.


-- DHKP/C: Commend GOT for its cooperation and effective
counter-terrorism efforts against this group, which has
lethally targeted Americans in the past. Seek GOT assessment
of latest activities, capabilities, and plans.


-- Hamas, Palestinian Islamic Jihad (PIJ),and Hizbollah:
Exchange USG and GOT assessments of latest activities,
capabilities, and plans.


-- Others: Islamic Movement of Uzbekistan (IMU) (Press for
GOT information on its actions against IMU. Exchange
assessments of latest activities, capabilities, and plans.
Exchange suggestions on the counter-terrorism measures needed
to meet this threat.); and Chechen terrorists (Exchange USG
and GOT assessments of latest activities, capabilities, and
plans. Press for GOT details of measures it will take to cut
off support from Turkey for Chechen terrorists.)


-- Terrorism Financing: Press GOT to pass enhanced
antiterrorist legislation that will (a) empower authorities
to take quick, decisive action to seize assets and (b)
improve oversight of financial institutions and nonprofit
organizations. Improve training of and cooperation between
agencies.



2. (C) Action request: Embassy requests Department's
clarification whether the delegation intends to cover any of
these groups or other counter-terrorism questions so that we
can alert GOT of our intentions.
