STATE 177615 PolOff informed MFA Director General of Foreign Policy Mario Fortin September 16 that Secretary Powell would be heading the USG delegation to the Community of Democracies Ministerial meeting November 10-12 in Seoul, Korea. Fortin told PolOffs September 26 that Honduras was unsure if it would attend. While FM Guillermo Perez-Cadalso wants to attend, Fortin said that the Ibero-American meetings in the Dominican Republic November 14-15 might make it difficult for the Honduran FM (and other Latin American FMs) to attend the Community of Democracies Ministerial meeting.
