SUBJECT: Demarche on High-Level Steel Meeting

Econoff met with Tevfik Mengu, Acting Director General
for Agreements at the Foreign Trade Undersecretariat, on
December 10 to deliver reftel demarche on our objectives
for the December 18-19 OECD High Level Group on Steel.
Mengu offered no concrete response to reftel points, but
said that the Foreign Trade Undersecretariat would
consider U.S. views in preparing for this meeting.
