1. (C) Between 0705 and 0715 this morning (October 28),an
individual approached USAID employee Larry Foley as he was
entering his vehicle to depart his residence and fired
multiple shots at close range. Assailant immediately fled
the scene on foot. Mr. Foley appears to have died instantly.
2. (C) The RSO and other Embassy personnel, as well as the
PSD, including PSD national commander Shurdom, reacted
immediately. EAC is underway.
3. (U) We will update department as additional facts become
available.
