1. (U) As per instructions REFTEL, we passed along to the
Ministry of Information and Communications Technology (MOICT)
our intention to nominate James Carroll for reelection to the
Radio Regulations Board. MOICT Adviser Roger Guichard told
us that Minister of ICT Fawaz Zu'bi and MOICT Adviser Afran
Jamil Hennin will attend this year's conference in Marrakech.
Guichard also told us that Zu'bi and Hennin would be "happy
and eager to cooperate" with the U.S. at the conference and
would like to meet with the U.S. delegation to further
discuss such cooperation.
