BERNARD TAKAVARASHA, THE UNDER SECRETARY FOR AFRICA IN
ZIMBABWE'S MINISTRY OF FOREIGN AFFAIRS. POLOFF STATED
USG CONCERNS THAT IT IS MORE IMPORTANT THAN EVER FOR THE
BELLIGERENTS TO AVOID CONFLICT WHILE THE DISENGAGEMENT
OF FORCES BEGINS AND TO ADHERE TO THE DISENGAGEMENT
SCHEDULE. TAKAVARASHA AGREED, AND STATED THAT ZIMBABWE
"WILL DO WHAT IT IS COMMITTED TO DO." HE NOTED THAT IF
ANY DELAYS OCCUR IN ZIMBABWE'S WITHDRAWAL, IT WILL BE
BECAUSE OF FIGHTING INITIATED BY THE OTHER SIDE.
"ZIMBABWE HAS NOT BEEN THE PROBLEM," HE ARGUED; "WE HAVE
BEEN TRYING TO GET OUT OF THE DRC FOR A LONG TIME."
2. (C) POLOFF ASKED THE UNDER SECRETARY TO COMMENT ON
FOREIGN MINISTER MUDENGE'S STATEMENT, REPORTED IN THE
MARCH 15 EDITION OF "THE DAILY NEWS," THAT ZIMBABWE WILL
BEGIN PULLING BACK ITS FORCES FROM THE FRONTLINE BY 15
KM. ON MARCH 15. TAKAVARASHA RESPONDED THAT HE WAS
UNAWARE OF THE SITUATION ON THE GROUND AT THE MOMENT BUT
REITERATED THAT THE GOZ WOULD FOLLOW THROUGH ON ITS
COMMITMENTS.
3. (C) COMMENT: TAKAVARASHA, RELATIVELY NEW TO HIS
POSITION, DOES NOT APPEAR AS WELL-INFORMED ON DRC
