(C) We delivered reftel points to Rita Kazragiene, deputy
director of the MFA's United Nations, International
Organizations and Human Rights Department. She responded
February 24 that Lithuania wanted to come as close as
possible to consensus with other EU missions and was still
talking with other EU countries to determine where the
majority stood on the resolution. She said, however, an
abstention (which is what Lithuania did in November) was much
more likely than a 'yes' vote, while voting 'no' was not
being considered.
