1. Mission clearance is granted for Ambassador-at-Large for
War Crimes Issues Stephen Rapp and Foreign Service Officer
Todd Anderson to participate in meetings on February 1-2 with
Security Council experts from the Informal Working Group on
International Tribunals concerning the USG proposal to place
international judges in Rwandan courts and for Amb. Rapp,
Anderson and Anne Joyce to participate in the Residual
Mechanism Expert Group meetings hosted by the Permanent
Mission of Canada to the United Nations on February 4-5.


2. Mission clearance is also granted for Ambassador Rapp to
meet with Assistant Secretary-General Peter Taksoe-Jensen on
Friday, January 29 to discuss issues related to the Khmer
Rouge Tribunal and Special Court for Sierra Leone.
