1.(U) As there were no General Statements nor agenda items to
discuss, the 715th meeting of the Joint Consultative Group
(JCG) under UK chair (Gare) was concluded in only seven
minutes. The Chair made the only significant intervention of
note and proposed that the 23 February JCG plenary be
canceled due to its conflict with the U.S.-sponsored seminar
on conflict prevention which is also planned for 23 February.
2.(U) In similar fashion as last week's JCG, the Russian
Federation was not represented by its Chief or Deputy Arms
Control Delegate, and was once again represented by Vadim
Solomenko. During a telcon with the U.S. Chief Arms Control
Delegate following the January 19 JCG, Russian Federation
Chief Arms Control Delegate Ulyanov stated that JCG meetings
were a "waste of his time" and that his presence henceforth
would be sporadic.
3.(U) The next JCG plenary will be held on February 2, under
UK chairmanship.
