1207 FUNDING

1. (U) The Office of the Coordinator for Reconstruction
and Stabilization (S/CRS) is pleased to inform posts of
the eight countries chosen to receive Section 1207
funding for reconstruction and stabilization projects.
Since FY06, S/CRS, in coordination with the Office of the
Director of U.S. Foreign Assistance (F),USAID and DOD,
has administered Section 1207 funds. The 1207 authority
allows DOD to transfer funds to State to provide
immediate reconstruction, security, or stabilization
assistance to a foreign country for the purpose of
restoring or maintaining peace and security in that
country.


2. (U) Following extensive interagency consultation (see
reftel),the DAS-level 1207 Selection Committee (with
representatives from S/CRS, F, USAID, OSD, and Joint
Staff) has chosen eight countries that S/CRS will work
with to develop proposals for Section 1207 funding.
These countries/regions are:

DRC and Great Lakes region
Ecuador
Haiti
Kyrgyz Republic
Liberia
Somalia and Horn of Africa
Timor Leste
Yemen

The final funding decision will be dependent on the needs
of the country/region, the continued interest of the
Embassy and implementing bureaus, and available funds.
Our goal is to help Embassies submit the strongest
possible proposals, consistent with the goals of the
legislation.
