1. (U) This cable responds to the action request in reftel
requesting human rights vetting for GCMC Senior Executive
Seminar to be held January 20-28, 2010 in
Garmisch-Partenkirchen, Germany, Seminar on Transatlantic
Civil Security (STACS) to be held February 2-24, 2010 in
Garmisch-Partenkirchen, Germany, and Security Studies
Language Program and Program in Advanced Security Studies to
be held February 26 - June 18, 2010 in
Garmisch-Partenkirchen, Germany.
2. (U) The Department of State has vetted the
individuals listed in reftel and possesses no credible
derogatory information as of 1/05/2009. Post is
authorized to include the following individuals in
USG-funded training:
1) NAME: Miodrag Lakovic
DOB: 01/07/1968
GENDER: Male
TITLE: Head of Counter Narcotics Department
ORGANIZATION: Police Directorate of Montenegro
NATIONALITY: Montenegrin
