1. (U) This message includes an action request. See para 3.


2. (U) On Tuesday, January 26, 2010, Secretary Clinton
appointed a new Special Representative for Global
Intergovernmental Affairs, Reta Jo Lewis (S/SRGIA),who will
serve the needs of intergovernmental officials and the
entities they represent. She is charged with coordinating
among U.S. state and local governments as we collectively
engage with foreign counterparts. She will work to build
enhanced relationships between state and local officials in
the U.S. and their foreign counterparts abroad; to promote
effective local governance and local capacity building
efforts; and to serve as the Secretary,s principal advisor
and point of entry for the global needs and goals of U.S.
state and local government entities that engage in overseas
activities.

Action Request


3. (U) Posts are requested to respond with information
regarding which U.S. state or local governments have
representative offices within their country, the issues they
engage in, and the level and nature of the interactions
between post these the state/local offices. Posts are asked
to reply (both positive and negative responses) by Monday,
February 8th. Replies may be sent via unclassified email to
EAP/EP Ryan MacFarlane (MacFarlaneRC@state.gov). Front
channel responses are not required.
