1. (SBU) Consular Affairs PDAS Kirby will visit Port-au-

SEARCH AND RESCUE (SAR)
--------------


2. (SBU) The remains of an American citizen located at Hotel
Montana have been identified, but not recovered from the
rubble. A forensic test will be completed to identify another
set of suspected American citizen remains. (TF1/Interagency

3. (SBU) Post will deliver a diplomatic note to the
Government of Haiti requesting that authorities not disturb
sites believed to contain American citizen remains prior to
the completion of all excavation and recovery efforts.

COMMODITY FLOW
--------------


4. (SBU) Relief agencies distributed food for over 112,000
people at 12 distribution sites. Two food distribution
facilities will open February 2, and another two February 3 to
complete the 16-site distribution system for food assistance.

5. (U) Water distribution in Port-au-Prince is beginning to
meet demand. One-hundred sixty water tanker trucks are
delivering two million liters a day to over 440,000 residents.

EVACUATIONS/AMERICAN CITIZEN AND LE STAFF WHEREABOUTS

6. (SBU) One hundred fifty-two relief workers and evacuees
departed Port-au-Prince on flights departing at 0201 and 0338
EST en route to Orlando.(TF1/Embassy Port-au-Prince e-mail and

7. (SBU) Sanford Airport in Orlando may call for halting
flights from Haiti on February 5, citing wear and tear on its
terminal. HHS designated Pope, MacDill and Charleston AFBs as
alternate destinations. (TF1/Interagency Conference Call,

8.(SBU) As of 2000 EST, 625 American evacuees and family

members departed Port-au-Prince February 1; a total of 14,382
have been evacuated to date. There are 100 Americans and
family members inside the Embassy and 200 outside. A total of
22,500 potential evacuees have been accounted for.

9 (SBU) As of 2000 EST, there are 78 confirmed American
Citizen fatalities, with another 20 American citizen deaths

10. (SBU) All LE Staff are accounted for. The total LE Staff

MEDICAL RESPONSE
--------------


11. (SBU) DOD medical assets have treated more than 3,000
patients, including 775 on board U.S. ships and 2,310 on the
ground in Haiti. HHS medical staff has seen a total of 23,264
patients. (USAID SitRep #39)

12.(SBU) HHS activated Atlanta and Tampa Federal Coordinating
Centers (FCCs). An interagency Medical Review Board will
screen patients in Haiti, and the FCCs have been requested to

INTERNATIONAL COORDINATION/REQUESTS

13. (SBU) The UK's Royal Auxiliary Supplies ship Largs Bay
will set sail for Haiti this week loaded with water
purification tablets to disinfect 2.8 million liters, metal
sheets and tarps to shelter 2,000 families, 40 SUVs, six
forklifts, and additional heavy lifting equipment.

14. (SBU) Russia will send two airplanes filled with medical
supplies and other emergency supplies shortly. (TF1/Russia

15. (U) Ghana, the DRC and China pledged $3 million, $2.5
million and $500,000 respectively to a UNDP plan to hire
100,000 Haitians in reconstruction efforts. (Xinhua News

16. (SBU) An HHS Disaster Mortuary Operations Response Team
(DMORT) will arrive in Port-au-Prince February 2. (TF1/HHS e-

HUMANITARIAN/SECURITY/INFRASTRUCTURE
--------------


17. (SBU) A cash shipment from HSBC to the Haitian Central
Bank arrived without incident February 1. (TF1/Embassy Port-

18. (SBU) USAID, DOE and Haitian authorities found less
damage to the electrical distribution network than originally
expected. They have completed 29 percent of their review.

19. (SBU) The Haitian wireless provider Comcel installed new
equipment that will expand international communication
capacity by 66 percent. (TF1/Interagency Conference Call)


20. (SBU) As of 1800 EST, 578 orphans departed Haiti, while
DHS processed 777 parole cases, including 34 medical, 604
humanitarian, and 139 other cases. (TF1/DHS e-mail)


21. (U) Schools opened for the first time since the
earthquake, although almost 90 percent of schools were
destroyed. (UPI)


POLITICAL DEVELOPMENTS
--------------


22. (SBU) PM Bellerive said the ten detained U.S.
missionaries could face trial in the United States. The
arrest has not impacted Government of Haiti cooperation with
the United States on adoption cases. (TF1/Interagency

23. (SBU) PM Bellerive approved 44 orphans for processing to
receive humanitarian parole. Embassy Port-au-Prince will
