1. (C) EP Counselor passed reftel demarche outlining the
differences between the April Nuclear Security Summit (NSS)
and the May Nuclear Non-Proliferation Treaty Review
Conference to MFA International Organizations Deputy Director
Chin Siew Fei. Chin said Singapore is well aware of the
differences between the two conferences and is on board with
our concerns. Noting the recent uproar at a meeting in New
York within the Non-Aligned Movement (NAM) concerning the NSS
invite list, Chin suggested the United States seek an
opportunity to address the NAM to allay concerns that the NSS
is deliberately excluding some NAM countries and that NSS
invitees might surreptitiously wield undue influence at the
NPT Revcon. Chin said that given the NAM's recent outburst,
it was important to not elevate the NAM's standing, but
rather also seek to address the same issues and concerns with
other organizations such as the G-77 and regional groupings.
Chin added that when outlining the NSS objectives in text
form, it would be critical to carefully word the NSS
objectives to ensure that NSS decisions would not bind other
countries only attending the NPT Revcon.

Nuclear Material


2. (C) Continuing on a separate matter, Chin said she will
lead Singapore's two-person delegation to the Hague next week
to attend the 3rd Sherpa Preparatory Meeting for the Global
Nuclear Summit. Chin said the second person in the
delegation is a technical expert from the National
Environmental Administration's Centre for Radiation
Protection and Nuclear Science and that person will attend
the NSS because Singapore is preparing to accede to the
Convention on the Physical Protection of Nuclear Material by
the end of 2010.
