1. (U) On February 3, Post delivered reftel demarche to Senad
Oprasic, Head of the Department for the Protection of the
Environment and Natural Resources at the BiH Ministry of Foreign
Trade and Economic Relations (MOFTER). We requested Bosnia and
Herzegovina's support for U.S. proposals for changes to annexes of
the Convention on International Trade in Endangered Species of Wild
Fauna and Flora (CITES). We inquired about BiH's position on U.S.
proposals and requested the names of BiH's negotiation team, which
we believe will be headed by Oprasic from MOFTER. We also delivered
a formal diplomatic note on these matters to the Ministry of Foreign
Affairs. ESTH OFF will follow-up with both ministries during the
week of February 8.
