1. (SBU) On January 15 Kosovo Deputy Minister of Foreign Affairs,
(DFM) Vlora Citaku, contacted us to offer financial assistance for
relief efforts in Haiti. The Prime Minister's Chief of Staff Bekim
Collaku confirmed by telephone that Kosovo would like to offer
50,000 EUR (72,000 USD) in assistance and requested USG help in
transferring the funds.
2. (SBU) Both the DFM and PM's Chief of Staff are sensitive to
political considerations regarding the transfer, given Haiti has not
-- as yet -- recognized Kosovo. Nonetheless, the offer is both
substantial (given the limited budget of the young nation) and
genuine. The government will meet Saturday, January 16, to approve
the transfer of funds from the National Reserve. Post requests
guidance regarding the procedures for the transfer of funds.
