1. (SBU) Emboff explained the USG perspective on Iran's
Tehran Research Reactor to Czech MFA Middle East Department
officer Anita Grmelova on February 24. She commented that
she would share these details with the MFA UN Department,
which is also closely following this issue. While the Czechs
have been quite vocal about their concerns regarding Iran's
handling of human rights issues (Reftel B),the Czechs are
not planning to release any statement at this time regarding
Iran's decision to enrich Uranium to 20 percent since
negotiations are on-going between the U.S. and the EU three
regarding how to address this within the UN Security Council.
2. (C) Grmelova also indicated that the EU is following
developments within the U.S. Congress on Iran and that the EU
Commission is meeting with Congressional members on behalf of
the EU. She noted that the EU believes that action within
the UN would be more productive than unilateral U.S. action.
