(C) Emboff provided the reftel points to Czech MFA UN
Department Director Katerina Sequensova, the Human Rights and
Transformation Policy Director Gabriela Dlouha, and the
Common Foreign and Security Policy Deputy Director Magdalena
Janesova on February 22. Janesova stated on February 22 that
this issue was being discussed amongst EU member states to
see if there was consensus around an abstention. She
considered this a very remote possibility, as several EU
member states were against the report.


2. (C) On February 24 Janesova told emboff that Czech
Political Director Sramek had spoken with several of his
counterparts in EU capitals over the last few days.
Currently the Czechs are aware of three other EU member
states (Germany, the Netherlands, and one other country
which escaped her memory) that plan to vote against the
Goldstone Report, in addition to the GoCR.
