1. (U) Per action request in reftels, Post delivered French language
versions of talking points on the U.S. commitment to strengthen the
NPT to the Chadian MFA's Barka Gaen, Director of Judicial Affairs,
on January 11. Barka said that Chad very much appreciated being
informed of the USG's thinking on the NPT, stressing that Chad was
committed to the United Nations, to the NPT and to a nuclear-free
world.
2. (U) According to Barka, the GOC sought to be a bilateral partner
for the U.S. in combating cross-border terrorism and proliferation.
In that regard, Chad was "willing to adhere to any constructive
political or military initiative on peacekeeping designed to further
stability and nonproliferation."
